Transitional Housing Plus and Domestic Violence Housing

PathForward is a specialised Transitional Housing Plus program designed for women and children escaping family and domestic violence.

It provides medium-term, subsidised housing for six months to five years, combined with:

  • Structured support to rebuild safety, stability and confidence
  • Pathways to education, employment and long-term independence

This program is trauma-informed, evidence-based and aligned with national priorities to end family and domestic violence.

PathForward is design for women with dependent children, who are:

  • Escaping or experiencing family and domestic violence
  • Experiencing or at risk of homelessness
  • Unable to secure safe housing independently
  • Seeking a structured, supported pathway to rebuilding long-term stability

A first of its kind in Australia, PathForward uniquely assesses income, not residency, removing barriers and widening access for women who need safe housing urgently. It is also Australia's first family and domestic violence transitional housing model structure beyond 18 months with evidence-based recovery phases.

The program provides:

  • Safe family and domestic violence-specific housing
  • Long-term recovery pathways (up to five years)
  • Financially sustainable rent scaling
  • Wraparound support from specialist family and domestic violence partners
  • Strong outcomes in employment, stability and community connection
  • Increased access due to eligibility based on income, not residency
  • Choice and autonomy in housing pathways

Women can also be considered for re-entry when no breaches or risks exist.

Tenancies are medium-term (up to five years) and designed to gradually build stability and independence.

The tenancy journey is structured around a phased recovery model:

Routine, emotional regulation, early goal setting and understanding program expectations. Education and/or employment preparation, career sessions and increased independence. Rebuilding identity, community connections, exit planning or eligibility for extensions. Focus on employment, financial capability and preparing for private rental, long-term affordable housing or home ownership.

Women's Housing Company provides tenancy management, program coordination, property viewings, goal setting and education and/or employment support through Purposeful Pathways.

  • Rebuilding identity and confidence
  • Encouraging participation in education, training and employment
  • Fostering cultural, wellbeing and community engagement opportunities
  • Supporting families to establish new networks after family and domestic violence

Our trauma-informed and culturally sensitive practice ensures women feel safe, heard and supported throughout their journey.

PathForward incorporates a household-based rent model to ensure affordability while supporting long-term financial capacity.

Rent is determined based on household size and increases reflect the average market value in New South Wales at the time of property entry. For example, a two-bedroom property valued at $690 per week commences at $268.43 per week, while a three-bedroom property commences at $300.20 per week.

This approach provides predictability and fairness, and is guided by Department of Communities and Justice rent and sales benchmarks. The model is designed to build financial readiness for future housing pathways, including private rental or other long-term housing options.

  1. Applications: Support partners identify eligible women and submit an online application. All applications are reviewed by an internal assessment panel, which selects the most suitable candidate for a property based on program criteria and support needs.

  2. Assessment and viewing: Women's Housing Company assesses eligibility and coordinates property viewings.

  3. Onboarding and lease: Tenant signs lease, receives induction into program expectations and begin their recovery plan.

  4. Property Sourcing: Women's Housing Company secures a suitable leasehold home aligned to the group’s needs, with tenants being part of the journey.

  5. Support and case management: Support partners provide case management, risk assessments and family and domestic violence support. Women's Housing Company provides tenancy management and pathways to education, training and employment.

  6. Rent scaling and reviews: Rent gradually increases each year in alignment with financial capacity and employment progression.

  7. Transition or extension: At Year 3, women may:
    • Transition to long-term social housing, affordable housing or private rental
    • Extend up to Year 5 if employment pathways or continued recovery support are needed

PathForward balances independence with safety and personalised recovery needs.

To join PathForward, women must:

  • Have experienced or be experiencing family and domestic violence
  • Have dependent children
  • Be at risk of or currently experiencing homelessness
  • Be unable to secure safe housing independently
  • Engage in case plans, risk assessment and Purposeful Pathways
  • Demonstrate capacity to transition into private rental within three years
  • Live safely within the property
