Women’s Housing Company invites suitably qualified and experienced contractors to submit tenders for the provision of property technical inspection services across our housing portfolio. As a Community Housing Provider supporting women and children, Women’s Housing Company is committed to maintaining safe, compliant, and well-managed homes.
Property technical inspections are critical to upholding these standards and supporting the ongoing wellbeing of tenants and maintenance of our buildings.

Women’s Housing Company requires contractors to use the attached template, this outlines the information required. Womens Housing Company acknowledge this differs from a traditional PAS survey and includes additional data that we use to support business planning. As a minimum, inspections and reporting must address the following requirements:

  • Inspect and record the condition of key building elements, including external fabric (roofing, gutters/downpipes, walls, windows/doors, balconies), internal areas (wet areas, kitchens, flooring, ceilings/walls), common areas (where applicable), and fixtures/fittings.
  • Identify and clearly describe any safety hazards or urgent risks (e.g., electrical hazards, trip hazards, water ingress, mold, structural concerns) and recommend immediate risk controls where relevant.
  • Assess compliance-related issues where observable, including smoke alarms, safety switches/RCDs (where accessible these are inspected independently) handrails/balustrades, glazing in high-risk locations, and any other required statutory safety items noted in the template. Any safety and non-statuary requirements need to be escalated if not compliant immediately.
  • Provide a condition rating and remaining-life estimate (where applicable) for major components to support lifecycle and capital planning.
  • Include clear photo evidence and location references for all defects, hazards, and notable maintenance items.
  • Priorities recommended actions (e.g., make-safe/urgent, short-term, planned).
  • Complete and return reports using Women’s Housing Company’s required template, within the agreed timeframe, with capacity to respond to clarification questions and re-inspection requests as needed.

We are seeking contractors who demonstrate a high level of professionalism, attention to detail, and a sound understanding of residential property standards within the community housing sector. Contractors must be able to deliver thorough, consistent, and timely inspections, and engage respectfully and sensitively in occupied homes.
Submissions should outline relevant experience and capability, as well as the proposed approach to service delivery, including communication practices with tenants and staff, report quality, turnaround times, and responsiveness to follow-up requests.
